March 13, 2018

The Capital Bond measure approved by voters in February includes many projects, including construction of a new, shared building between Skyview Middle School and Canyon Creek. A part of that project involves reconfiguration of the Canyon Creek bus loop, located in the NE corner of campus. The proposal involves removal of about 80 of the 175 existing trees, allowing for the addition of more staff parking and widening of the entrance on 212th so that buses can both enter and exit there.

Concerned about the loss of trees, outdoor educational space, and the district not providing a clear explanation as to the necessity of the change-- concerned staff members and PTA members brought the issue to our Board of Directors at the beginning of February (2/1/2018), at which time we voted to support advocacy efforts to change the district's proposed plan.

Unfortunately, it seems we were too late. I had the opportunity to talk to NSD's Director of Capital Projects, Traci Rogstad, and to read through the relevant traffic studies and environmental checklists that were completed as a part of the planning process. I do not believe we can appeal the proposed changes to the bus loop without delaying the project as a whole and potentially incurring significant cost to taxpayers. However, I do feel strongly that we need to make official public comment. The district needs to know that they have much to improve upon regarding communication and public input in the planning process. This process has worked to disenfranchise concerned citizens and it failed to take into account the very stakeholders the project was to benefit most-- our children.

At our general meeting tonight, our membership gave their support and approved a motion that Canyon Creek PTA advocate to Northshore School District for improved communication and a more inclusive and transparent capital planning process.

On behalf of Canyon Creek PTA's 372 members, I will submit public comment to district leadership on Wednesday, March 14th-- the deadline for public comment on the district's SEPA filing for approval of the Conditional Use Permits for the project (available for viewing here).
